Is that a direct quote? It's possible that when referring to Battle Group Seven it was merely a contingent of an arm that was going to Lh'owon. For example, in WWII, Patton's Third Army was given credit for rescuing the 101st Airborne Division in Bastogne, when in truth only a small part of his army, (9th Armored Division I think) actually broke the German lines and did the deed. Plus, who is to say how many arms there are to a Battle Group? Why not Eastern, Western, Central, Forward, Rear, and Reserve? Also, don't forget scoutships that operate seemingly independently of battle groups, liek the one encountered by the Marathon. Due to the size of the empire there must be more than a handful of these. Consider also that there are two kinds of Navies in a sense; Blue water Navies that cross seas and oceans to project power, and Brown water Navies that patrol and protect coastline. So if your reasoning is correct and the Pfhor Navy is only 130 vessels, it can be assumed that smaller systems maintain their own "Brown water" craft for local patrols/suppression that can be "upgraded" to Navy service in a time of war or rebellion, as the case may be. If this is correct, then one could assume the size of the Pfhor Navy is dependent on how active the Empire is militarily at any given time. Just a thought.
