I always assumed that we don't float at all, and have to swim up (and stay on the surface) under our own power (which is presumably far greater than a normal human's, considering that the Marine never gets tired and can dismember enemies with a few punches). The Marathon convention of having you sink like a stone when jumping in the water is not realistic for a normal human, but it does make sense that a mostly metal cyborg hauling around 10 guns and 50 clips of ammo would indeed sink like a stone :P
