By "Ticks" in Marathon 1 you mean Lookers right? Ticks did not appear until Marathon 2. I always thought that the Lookers were a non-sentient creature, like seals wearing an explosive harness, that were trained to swim up to the enemy unaware that they were about to blow themselves to smithereens. I have no justification for that other than the impression I got from the experience of playing the game. You reminded me of that just now after I had forgotten it for so long.
