According to the terminals the Fl'ickta and the Ticks were just wildlife. The Fl'ickta were encouraged or at least tolerated by the original occupants because they helped keep the waterways cleared of obstructions. Enslaving Fl'ickta and Ticks would be the equivalent of trying to enslave monkeys and birds. Fl'ickta as draft animals? The Pfhor were too advanced a culture to need that. Why bother with them? It would seem a waste of their time and resources to destroy every Fl'ickta, Tick, Potatoanus and Grendle Beast after enslaving what they really came for, the S'pht.

The Pfhor garrison was not there the whole time battling these creatures ever since they enslaved the S'pht. They had returned only recently to find the secrets and possibly a weapon. The wildlife was a nuisance to them sure, but in my stupid opinion hardly worth the resources of a wartime economy to eradicate them all.

At least that would be my initial take on the subject.
