Yes, I too thought about that passage. One key factor might be Thoth's actual power. If Thoth could control weapons systems, they might have taken notice but, unlike Durandal or Tycho, Thoth may not have had a means of thretening the Pfhor, making him irrelevant in their way of thinking. All that Thoth could offer the Pfhor was intelligence, which we already know that the Pfhor did not value. I have a lot more I could comment on your post - but alas I have work to do . . .
