If you check the Story page for June 28, 2011, you find Craig Mullins' original Blake chapter screen, which has no shadow—and no implant. (There's also a security helmet sitting on his desk...) Was the shadow added for the dramatic impact, or was it to hide the fact that there wasn't an implant in the picture? If the picture was touched up, why wasn't an implant added? I think it was intentionally ambiguous. You're not the only one to see something funny in his eye.

As for Blake being a proxy for Durandal, I'm pretty sure I remember speculation to the effect that Blake never existed—you never meet him in person—and that he was a Durandal sock puppet or subroutine to guide or manipulate you during his absence. Unfortunately, I can't find it at the moment. It might have been in one of the Volunteers threads.
