The Shapes file can hold 32 collections; I can't remember if they're limited to 128 or 256 bitmaps per collection. The weapon and monster lists are hardcoded, so you're limited to what you can see in the physics editor (I count 10 weapons and 46 enemies, not counting the player class). I think there are some hardcoded limitations too, so you can't do whatever you like with the "ball" weapon slot, for example.

So, getting all weapons and monsters on one map is out.

Atque lets you merge physics and some shapes into the map file, so your alternative is to use that capability to have one set of monsters in one level, and replace them in another level. However, I think there's a pretty strict size limit on the shapes patches that can be loaded this way -- if I recall correctly, you won't be able to just embed all the Rubicon monsters into every Rubicon level, etc.

If you required OpenGL to play, you could save space by replacing some of the sprites with smaller, all-one-color graphics, and then load the real monster graphics with MML. I don't know if even that would get you under the limits, though -- I don't know enough details here.

If you want to have a go at it, I'd say start by trying to get one external scenario's weapons into a single Infinity level, using Atque to merge things together. If that works, you can add in replacement monsters, one at a time, until you run into the limits. That should give you a good idea of the technical feasibility without too much effort.
