Video Screen cap software needed -any suggestions?

I needed to take a few screencaps from a DVD movie to utilize as photoshop fodder. I can't draw a human skull freehand without it looking lopsided, so I need something in a decent resolution to go from.

The WinXP box I have (sitting beside my DVD-less Powermac) has gone through programs like 'Snagit' and others - but nothing it seems can screencapture from a paused video file. The saved file has a black square where the image should be. Is there any particular WindowsXP compatable DVD playing software that does framegrabs, or a 3rd party app that can screengrab from an application like PowerDVD?
