If we accept that the "Dreaming God" in PiD was in fact a W'rk, then this is literally true according to canon texts. I can't seem to find the exact quote right now, but it says in PiD somewhere that the Dreaming God was one of a race of beings like him who came into existance soon after the unverse itself and quickly warred with one another until they all became trapped or as close to dead as such a thing can get.

I still think the Jjaro were (eventually) AIs, and probably went even beyond that. Anyone who's played Eternal thoroughly has seen my interpretation there - the Jjaro race found a way to escape the universe, and escape (as Durandal put it) has made them gods. The W'rkncacnter are other beings who became godlike and haven't dealt with it quite so well.
