At different times, both the Jjarro's and W'rkncacnter's actions have been described in abstract, supernatural terms - the S'pht speak of both Yrro and Pfia and the W'rkncacnter in extremely abstract terms, for instance. I never presumed that one was supposed to be psychic and the other highly technologically advanced; it just seemed that they where both supposed to be so far ahead of humanity that it didn't really matter if we described their actions as magical or just the product of technology so far beyond our ken that we just shouldn't ask.
