Because they don't want to say "yes." I mean, while story is a much larger part of Marathon than any other FPS of its time (and our time too, really), when I was seven or eight years old I played Marathon with a good deal of success even though I didn't really understand the terminals. So I say yes, it is mostly see alien, shoot alien. Just like pretty much every other FPS out there.
