Unintentional? Perhaps. Used by Bungie to make M2 work -- and, without it, the game would become totally different? Yes.
I'd say that its purpose is balanced. :) Besides, real men smash their way through the basement of What About Bob? using their fists, their whole fists, and nothing but their fists. ;)
