It's an engine "bug" that apparently spans at least marathon and marathon 2 and I seriously doubt they fixed it in infinity. A creature must be active to take elemental damage (damage polys and/or liquids). The same phenomenon is encountered in the PF level "trapped." The whole floor is set to minor damage, yet the aliens do not take damage until they are activated (in this level's case by a "glue trigger" poly). It appears that the code for liquid damage is the same as polygon damage.
I am not absolutely sure since I don't have any inside Bungie info, but I'd be willing to bet a butt load that this behavior is NOT intentional.
