Why *would* they make the full game available? All they released was the original source code, in order to allow for people to extend the capabilities of the engine. The fact that the source code was reworked and compiled into A1 was completely separate from Bungie, and the M:I Demo files are only included because they're the only things that could be released, as Bungie owns the actual game.
There's no reason for them to release the full game for free; the source was originally put out there for developers who would likely already have the full files.
