Confused about Aleph One

Okay... so Aleph One is supposed to be the open source version of Marathon, or the Marathon engine, at least. To play it, you need the data files from Marathon Infinity (or M2 works). However, only the Marathon Infinity DEMO files are provided, meaning you can only play the demo, and if you want to play the full game, as well as most of the 3rd party mods/scenarios, you have to buy it.
And I don't understand why.
Why aren't the data files from the full version provided? Why make the engine open source and still make people pay for the actual game?
