Mullins often does multiple takes on his pieces. I'd guess that the wallpaper image is either the original image and the M2 chapter screen is an alternate (backlit, blue-tinted for atmosphere), or else the wallpaper image is just a more finished version. It would be a lot easier to take that refined wallpaper image and add shadows and color adjustments to yield the chapter screen version than to do the reverse.
It's more likely that Craig "finished" the piece after Bungie had finalized the chapter screens. The way Mullins works is to block in basic forms, then add detail gradually. The M2 image looks like a blocked-in version, and the wallpaper image looks like the final version with all of the little fiddly details added in. In both pictures the background is pretty much the same. The upper body in the wallpaper pic is a little different in pose and outline, but that's not too inconsistent with this theory.
Now if we can get Bungie to stop adding in the little logos everywhere in the backgrounds...
