As an assessment of one's cumulative skills as a cadet, the premise of the scenario is very sound and a great tool for instructors. However, the test as a whole merely promotes how to lead people in an impossible scenario and doesn't seem to encourage eccentric, "out of the box" tactics that James Kirk used. Though he cheated, Kirk still demonstrated his skills as a tactician and utilized functionality (jamming, etc.) which you would expect of a warship in the 23rd century. You have to presume that the Innies utilize the same technologies as you do in their combat armor. In this case, motion trackers become just another tool and not the solution to your problem. It inspires cadets to continue to advance on the enemy through tactics which displace and keep your enemy on the move, regardless if they know precisely where you are. Zuma Squad didn't accept this and carelessly moved in on Hastati assuming they could eliminate them in one blow. Or perhaps I'm just overthinking this and outsmarted the writers.
