I see your view. My comments: 1) Yeah, that leftmost Serina would have been pretty stupid. I think Cortana is technically more 'covered' than that with her holographic imprints (the Halo 2 model insinuates leg coverings and elbow-length gloves) and giving her actual holographic clothes actually makes her looks more naked than Cortana comes off as being. 2) I believe the Arbiter refers to her as "the female" because they never actually find out her name. The Covenant have an extremely simplistic pronoun system, referring to any female or male soldier and Master Chief as "demon" in the later games. Since the Demon label would have not been invented by the Prophets yet, the Arbiter would refer to a civilian he has encountered simplistically like that. It emphasizes the Elite's simplistic worldview and works better than "your friend (they weren't friends" 3) The backstory material with the limited edition explained that she essentially hates the UNSC and was taken essentially by gunpoint and kidnapped, so she'd probably refuse to take extensive arms training. 4) While you may not play as Anders in Halo Wars, a significant amount of people do play as Anders. She got a nerf in just about every TU so people would actually use Cutter and Forge.
