I'm impressed with : your imagination and how you came up with an idea of what Arbiter was : thinking, but it is your imagination. We actually have no idea what : "it" refers to, because there is nothing in the context of the : conversation that could sensibly be "it." The Cheif approached Arby with the full intention of killing him, and Arby stood there. From this, the "it" is Chief trying to kill Arby. Body language here complements the dialogue. Imagine it written like this: - Something shimmered in the corner of Master Chief's eye. He looked, and the shimmering resolved itself into the form of the Arbiter. Instinct took over for the chief, as he pulled Johnson's pistol from its holster and was on the Arbiter within a second. "Chief, wait!" Johnson shouted. Master Chief had the pistol in the Arbiter's mouth, but hesitated in pulling the trigger. "The Arbiter's with us!" Johnson reached up to pull the Chief's arm away. "Come on now, we've got enough problems without you two tryin' to kill each other." The Chief pulled away reluctantly. The Arbiter clapped his mandibles at the Chief. "Were it so easy." - Master Chief was very clearly trying to kill the Arbiter, and that's what Arby is referring to. You can infer that he's referring to Johnson's statement as well, but this is what I took from it. : Hood doesn't imply that anything is easy. Quite the opposite, yet Arbiter : responds as if he had said something were easy. You twist yourself into a : pretzel to fill in blanks to make what Arbiter said make sense, but in no : way did Hood imply that it would be easy to kill the Chief. No, Hood didn't say anything about killing the Chief being easy. Arby is probably trying to hold out a little hope that Chief will make it, having borne witness to Chief killing everyone. That, or as others have said, the Arbiter is simply showing his respect for Chief. : Every script has it's share of bad lines, but make sure the lines you make : into taglines are the good ones. Bungie dropped the ball bigtime with this : one. Halo 3 had this problem as a whole in trying to be an epic conclusion and wound up falling on its face a few times. "To war" seems to be the most common example, but "were it so easy" doesn't strike me as bad in any way.
