Perhaps you're right that the AA gun really was a threat despite not looking like it. Covie plasma is very slow, after all, with the AA gun's blasts shown to be moving at speeds well under that of real-world human AA weapons (Covie infantry & AA plasma=subsonic, human AA missiles=supersonic [usu. Mach 2 or better]). Having us simply infer the threat just from our presence at Voi and lines insinuating that it posed a threat is not convincing enough for some.
Perhaps there could've been an opening cutscene to The Storm showing what the AA gun was truly capable of, shooting down a frigate or two and forcing them back (as opposed to its only on-screen kill being a Longsword shot down only a couple hundred meters away while flying right at it at low altitude), and that's used as justification for sending ground troops in, complete with dialog containing orders to the Chief & Marines. Or at the very least, we could've been told that ships were lost because of the AA gun. But as it stands, the depiction of the AA gun in Halo 3 made it seem like a very underwhelming weapon that probably couldn't do its job very well and could've been easily demolished by the very ships it was supposedly designed to shoot down. No confirmed kills or even damage, on-screen or otherwise, besides an easy, close-range shot to a fighter.
