Urk's post suggests that it was : the Ark that tipped the balance but he would have to have known about the : Ark prior to Regret's landing. Not just Forerunner tech. Could some of the ships of Regret's fleet (there were 13 cruisers) have been manned by Brutes already? Is there anything suggesting that Brute ships, or Elite ships with large contingents of Brutes were not already at Earth, just not seen by players on the surface?
