I think Didact had a significant level of 'false hope' regarding Librarian's survival. Between them, the 'elephant in the room' was that she was on a suicide mission. As far as the 'will to act' goes, I'm more referring to the Forerunner race in general. I'm sorry if that wasn't clear. In short, for whatever reason, the stayed their hands regarding the Flood. Because of this, the only option became the acitivation of the Halos. It just now comes to mind that the Gravemind uses this against Mendicant Bias. He states several times, after many years, that the Forerunner haven't given Mendicant the 'go-ahead' to destroy Gravemind. Gravemind states, something to the effect, their lack of action indicates, deep down, they know the Flood are the next step in sentient evolution. Of course, we can't forget Gravemind may have been blocking Mendicant's connection with the Forerunner. Another total side note, DID the Forerunner lose the war? Maybe not, but if that was the case it certainly was a 'pyhrric ' victory. Or, the war was never really over, but put on hold? Perhaps it ended when Chief activated the Halo, destroying the Ark and the Gravemind. But, again, it might not be over. Doesn't Gravemind, as you are making your way to the final warthog run, say something to effect of 'Defeat is merely the passage of time, of a sentence I never deserved?' What is THAT about?
