The Forerunners shouldn't have lost the war.

This has probably been brought up before but here I go. My question is this: Why did the Forerunners continue to insist on employing squishy, sentient flood-bait as soldiers to combat the parasite menace when they have proved quite capable of employing trillions of infection-immune, flood-destroying Sentinals?
