We know they had installations that spanned the galaxy. The Halos had to be positioned so they had overlapping areas of coverage. That is in no sense of the word saying that they had inhabited worlds in every corner of the galaxy. What that terminal info is saying is that by removing the sentients on the worlds they are cataloging, there will be some problems with extinctions of other native species as even all of the biology on Earth is inexorably linked to one another. (We couldn't live without trees for example). So what the terminals are saying is that of the worlds whose sentient species have been removed and sent to the Ark, at least 18 and possibly 31 of those cataloged so far will see some degree of irreparable damage. I don't choose to assume the written text is dramatic. Nothing else in the Terminal info seems to infer that way of speaking. It says the Forerunner are close to saving the sentients they expect. I take it as true. So, not many more than 31 worlds, unless you have some indication there's many more.
