If they'd built many sentinel factories : they'd have had the firepower necessary to hold on to Flood infested : planets, instead of just nuking it. Not really. Remember the line from the Ship Master/Spec Ops Commander? "One single Flood spore can destroy a species." It's not enough to kill all Flood on an infected world. Once infected, a planet needs to be cleansed. Cleansed in the total surface annihilation sense. The Covenant did that with glassing, and presumably the Forerunner had a similar protocol.
