Current projections estimate post-archival cataclysm on as many as 31 worlds." "Every vessel we can fill, we send to the Ark." ......... "And I'm close. Close to saving them all." This makes it sound like they have to save species on only a little more than 31 total inhabited worlds. Although the populations would be dauntingly large, it's hardly a drop in the volume of the galaxy.
