The galaxy (or most of : it was united under a Forerunner government. Wow. I don't interpret that from the Terminals at all. The Forerunner seemed to be like absentee landlords who knew of other races on other worlds but didn't get involved. They watched, studied and took it upon themselves (when the Flood threat was apparent) to save those species. I saw little indication in the Terminals that they were all Forerunner planets.
