You assume they has the resources to deploy Sentinels in sufficient numbers to counteract the Flood across the entire galaxy when the Terminals make it expressly clear they had withdrawn combat forces back to within the Magniot line defenses and make reference to how exhausted their resources were by that point. Didact even makes it clear that the deployment of Mendicant Bias' forces will use all of their available resources. More importantly, you need to provide evidence that the Forerunner were NOT using large numbers of Sentinels on the surfaces of their worlds and that these were insufficient to stop the Flood threat. : Another thing, ALL worlds were Forerunner controlled. The galaxy (or most of : it was united under a Forerunner government. Evidence of this.
