Remember, most : of the Flood Forms back then were unarmed, as the majority of those : infected were civilians. : Also note the average Forerunner planet had a population of 200 billion. What about animals and things? Imagine a combat form elephant, combat form birds... They would add more to the initial assault, you could have herds of animals turned before they realised there were flood there. (I'm guessing flood would be able to travel through space, albeit very slowly, without ships, otherwise how could they have reached this galaxy?) The wildlife around in the forerunner time is undocumented, so the flood could travel to planets with animals, but no intelligent life, to 'stock up' on soldiers... Just talking about 'civillians' is ignoring a lot of potential flood. Also, didn't you say the factory on Onyx produced a trillion sentinels over a hundred thousand years??? that would mean you would need a hundred thousand factories to produce that many in a year. That's a whole lot of factories!
