What we can surmise is that a Marine is definitly hurt, but can survive a hit or two (according to the novels; in the games they absorb ridiculous amounts of hurt for realism's sake) and can feel it when an appropriated Covenant Plasma Rifle overheats. According to the Bungie tech article on the Plasma Rifle pre-Halo 3 launch, a Marine commented: “It’s got no sightline, it’s awkward to hold, and if it overheats it’ll cook the hair right off of your wrists.” That may be the mechanism some, but it's excess plasma it's venting off, so we can make educated guesses at least.
