Similar to the USS Arizona monument, or even to Cleopatra's Needles that have been transported around the world. The other option is that perhaps after the array was completed Forerunners moved their general popular to the rings as a deterent to the flood, similar to the Mutually Assured Destruction of the Cold War. That way the flood knew that if they attacked it would not only kill their food source, but them as well. If the Forerunner did that they one may assume that they brought relics, arts, even ruins of historical or religious signifigance with them to the rings. It would not be that far fetched, as London Bridge is now in Arizona, ruins of Greece and Egypt have been transported worldwide, ect, ect.
