Primarily because GM easily meets the "sufficient mass and cognative capacity" 343 Guilty Spark said was the Ring Effect's kill criteria, but also because the Brain Form would've been horribly vulnerable to Sentinels and Enforcers without a bodyguard of Combat and Pure Forms. : If he formed himself through a new Flood infection on Delta Halo, how did he : form so quickly? He's there from barely hours after the Chief lands, and : the Covenant aren't there for much longer. It took over a day for the : Flood to just spawn a control form on Halo 04. I blame ONI. I think that ONI started poking around the Array after learning of it... partly because of the mismatch between "Installation 04/05" and "Alpha/Delta Halo" nomenclature. If we posit an ONI operation going horribly wrong on Delta Halo before Regret and In Amber Clad arrived but after the discovery of the Alpha Halo, that would lead to sufficient development time for the local infestation to rebuild Gravemind's Brain Form and explain the enormous quantity of Human-based Combat Forms (and Human equipment) we run into in Halo 2. -- Steve'd love to be able to ground this theory in more facts, though. Right now it's just somewhat-informed paranoia.
