There's a surface feature on the Ark that allows a comparison to be made. There's a planet being mined for material at the center of a larger circular depression you see when you fight the two Scarabs near the Citadel-Ark Control Room. The circular depression is where the Halo ring comes out of and is nearly the diameter of that depression. In the Ark photo sent to me, that area is virtually circular, meaning we are seeing the Ark in that shot from nearly a perfect top view.

The Halo is a known diameter and that makes a comparison of the size of the Ark to the Halo a case of simple math. The Earth too is a known value, so placing it in scale with the others on the image was just a matter of resizing. The Halo ring is a diameter of 80 pixels, and by that scale, Earth would be about 102 pixels.
