I think Cortana is referring to the actual building that contains the "mural" as a temple. I believe this building pre-dates the age of Halo (Installation 04). The building and the mural in it were brought to Halo or replicated from some older civilization.
The significance is that the building is a place of worship. This is a very strange place to have the controls for Halo.
It almost seems to me that the building was there maybe not for the Forerunner themselves but for the Reclaimers to recognize.
