As far as the technology in the Halo Universe goes, I would say that Bungie was trying to play it safe. Bungie was wise to set it so far in the future AND to have the technology similar to that of today. Look at the original Lost in Space: the show came out in the mid-60's, and took place in the late 90's. In that show, there were spacecraft capable of travelling from one star to the next in a matter of days. Star Trek did a similar thing with the S.S. Botany Bay: launched with nuclear engines in the late 90's, again capable of interstellar travel.
