To say the Ark isn't on Earth but rather the moon, I highly doubt this. Doesn't seem much to me like the Moon in the trailer. I may be wrong, this is the future, but I doubt even humans can fully alter the satellite's entire environment. But I can agree if this is earth, why hasn't it been found yet? Then I notice the storm. Here's my speculation. The forerunner ship that Truth is on does mimic the design of the Ark. I'm damn sure that Truth is not flying blind in this ship, I mean he does know the location of Earth, and this is Forerunner technology, so I conclude that if they built the ship and Ark, the ship most have some type of navigation to the Ark's exact location. So somehow, as the ship approaches the Ark, I'm gonna say over a very long distance, crap hits the fan. The Ark somehow activates a great storm, thereby clearing away the that which surronds it at the time, or possibly destroys it altogether (notice the debris throughout the trailer). The storm could also clear away the very land that sits on the Ark. I mean this is the Forerunner we are talking about, damn near anything is possible.

As for the Chief already being there on Earth, it could be possible that he merely let go of the ship and was picked up by a UNSC ship. I mean, Truth was one a mission to the Ark, I doubt he would let anything deter him.
