The Flood had pretty much always been roaming around that section of Delta Halo, just like Gravemind has been trapped beneath the Library for what appears to be a very long time.

It's not called the quarantine zone for nothing, you know. The whole area you explore in Sacred Icon and Quarantine Zone was built to keep the Flood at bay. That's the reason for the snow, as well. If the Flood could be contained safely, there would be no Quarantine Zone, and probably no Gravemind either.

As for WHY the Sentinel Wall had to exist in the first place, ages ago... That could be "lazy story telling". But you know what? Games don't revolve around story, games revolve around a player's actions and his obstacles. Story is less important.
