Here's my beef with the rings....they are simply ineffective weapons.

There was once a time when the Forerunner knew nothing of the Flood, and then the time came when the Forerunners ran across the Flood, perhaps through interplanetary exploration or something. If the current Flood are anything like thier ancestors, then the Forerunner would've quickly realized the threat this new species posed and needed a way to prevent them from spreading. However, the Forerunner were intriqued by the species and wanted to research them. Maybe the research was solely intended to find a way to kill them, but more likely it was also meant to find a way to "domestcate" the species and use them for the Forrunner's benefit.

A time came when the Flood got out of control and needed to be stopped, so the Halos were built. Not just one or two, but supposedly seven giant structures, each one requiring many, many years of labour to finish. So lets say there are 500 years from when it was decided that a weapon would be needed to eradicate the Flood and when the Halos were operational, if all are even operational (could help explain why it seems some sentenit [spelling] life escasped the last Halos firing.

In this time research would've continued on the Flood to find a way to kill them. Now why, given the Forerunners obvious intellegence and capabilities, not find a more effective way to kill the Flood? They would've known (or hopefully would know) that the Flood were capable of stasis for extremely long periods of time. Why not directly kill the Flood? Why kill it's food? Starvation is good and very effective for species incapable of stasis, but not so much for a sepcies that can last at least 100,000 years just sitting and waiting.

The Infection forms seem to be very fragile, and would seem to be the only form of the Flood that is capable of stasis. Why not send out something like a sympathetic vibration to litteraly vibrate the Infection forms to death? If the Forerunner were capable of destorying all sentinent life in a nondestructive manner, surely they could come up with a way to kill itty-bitty Infection forms directly.
