By moving, do you mean the Halo's moving on their own? Installation 04 (from the first game) was locked at a Lagrange point between the planet, Threshold and moon, Basis. I'm assuming Delta Halo was as well. The galaxy does spin though, so technically the Halo's are moving around the galaxy, just not on their own power.
