In H1, is your shield weaker with low health?

In H1, I've long had the impression that when your health is low, it's quite a bit easier for the Covenant to get through your (fully charged) shield. I've been abruptly killed by an Elite's plasma rifle many times like that in the rockslide megabattle. Has anyone else felt the same way? Has anyone from Bungie ever confirmed it? And if it HAS been confirmed, what are the details? Anybody know?
