I assumed that the Elite was immediately demoted upon his arrival/rescue, and was then brought before the council (implicitly assuming that a Gold Elite - ship master perhaps - is of a lesser rank than a SpecOps elite, since those are only sent in during extreme emergencies, such as the recovery of a ship from the Flood or the silencing of Heretics that threaten the Covenant). The Arbiter seems to be the elite that the MC kicked into the life pod. There's seemingly no other reason for that minor twist of fate.

Maybe the Arbiter is even more ticked off at the "Demon" because he has fought him face-to-face, and has lost.
