In Response To: The identity of the Arbiter *possible SP* (v2) He became the Aribiter as a punishment, not a reward. He was in charge of Halo, and since it was destroyed, they sentenced him to execution. The Arbiter was supposed to die, but also was given a chance to regain his honor.
