I would say it's doubtful that 343GS wants to activate Halo so he can "reign supeme once more". If he activated Halo, he would be all alone again. God knows that he does NOT need any more "alone time". Look what it did to him last time. Apparantly, 100000 years of isolation makes Jack a dull and rather kookoo boy. "Isolation" is not including his little group of Sentinels, but it appears that they're not much for small talk, large talk, or any kind of talk other than "Go kill Item X".

On the theory that the Monitor has a grudge against the current incarnation of the Forerunners (speculative), it could happen, but it would seem like he was being rather polite and, to a degree, helpful, to MC during the Library to have a grudge against him.

On the other hand, he really didn't put in much effort to hold back the hordes of Flood that attempted to engulf MC. Maybe he secretly wanted MC to die on the way there (*Humming* Oh, I'll give you some Sentinels here, a couple there, just at the moments that you're glad to see them, since they are back-up, but know that you really need them later, or earlier, just not right now). I'm pretty sure everyone at least guessed that he really had tons of Sentinels elsewhere, but didn't feel that this took priority.

Then again, if you had hundreds of Sentinels covering you all the way to the Control Room, it wouldn't make for much of a level, would it? It could be, since we're on the subject of seemingly random theorizing, that the Library was intended to be a test, something to prove MC's ability, and therefore, worth.

The problem with the proposal that 343GS engineered the Flood is that if he made them, he would almost certainly have something to stop them in a controlled and a complete manner, should the need arise. Halo doesn't quite fit into the "controlled" category. It would seem more of a backup plan in case the original termination didn't work. Also, the Forerunners would know if 343GS made the Flood. I'm sure they would have access to his memory banks, etc. and more, maybe control over his entire brain, and they would NOT allow him to do so, or if he had already done it, maybe deactivated or reprgrammed him. They wouldn't leave him in charge, whatever they did. If he had made the Flood, they would have control over it, and apparently, they didn't.
