Well, the seeded Forerunner/humans could be just as smart as the original Forerunners. We just don't have the technology. After all, the humans in the 17th century are just as smart as we are today. They just didn't have the benefit of public education, and years of scientific and technological development

For the seeded Forerunner waking up after the apocalypse, there would be no one there to teach them anything. No language. No technology. Their millenia long society would have to restart.
