No arguments, a bit of speculation. A slightly different direction then the top posts theory. Perhaps, the Covenant have had contact with humanity before Harvest. They broadcast a message in English. Maybe a team of humans from the Outer Colonies went out in to the black of space and found something. Perhaps something horrible, perhaps not. But whatever it was, it was Forerunner. Thus, it was the Covenant's, and the humans were primative dirty scum. Perhaps the humans destroyed this installation to flee from the Covenant. The humans didn't get anywhere, before they were forced out of Slipstream by engine failure, and the Covenant were upon them. For the humans, there was only the dark of space. For the Prophets, this suggests a wonderful possibility. For many years now, the Covenant has been stagnant. Forerunner artifacts have been on a low-ebb. The Engineers haven't had any new technology to play with. The Elites haven't had a war in many years in which to gain status. Their had been talk, talk of rebellion, not just among the more courageous grunts, but in the Elite ranks as well. The Prophets need a war to unite the faltering Covenant. The Covenant doesn't need another client race. They need a war. So begins the destruction of Harvest. As time goes on, the Covenant discover more Forerunner installations. Things the humans missed. Which leads me to my final idea. Why won't the Covenant glass Earth? Why does 343 GS get confused and think MC and Mobuto are Reclaimers? Forerunner's technology appears to be mostly mechanical, but to construct an ecosystem, like the one on Halo, would require tremendous biological knowledge. Perhaps Earth is a Forerunner artifact even more audacious then Halo. Over the years, another Monitor became bored with his duties on the abandoned installation. He began to manipulate the creatures on the planet. This could've been going on for quite a long time, or a short time. Humans arose under the tutalege and guidance of this Monitor. He played with their biology. He played with their culture. He played with their minds. As they began to have more and more intelligence, with written records, he retreated to beneath the surface.
