Pre-construction could be different from the planning phase. For a more local example, if I'm going to build something in my back yard, I'll sit down at my desk and draw schematics for it or something, figuring out what I'll need and how I'll do it. That's the planning phase. Then I go out to buy the materials I need, pull my tools out of their boxes in the garage, and set up shop in the back yard. That's pre-construction. Once I turn on the saw or hit that first nail, then I'm in the construction phase.
