This is the only thing about this level I didn't like. I don't understand why those two compilers won't come down from that ledge, since there are no "monster-impassable" polys in that room.

You may have played this level in the same order I did Steve. Both times I played, I did not notice what the switch does either. It's so subtle that a player wouldn't notice unless they tried to visit that blue room before activating the switch. The switch raises a small platform near where you jump across to the blue room. It's supposed to make the leap across easier, though I found it just as easy without raising it.

One other minor thing about this level is that it is the first of several to come that contains randomly generated enemies. This one has two randomly generated Fighters. It was noticable the first time I played, since one of the Fighters seemed to come out of nowhere. I did not notice it the second time. Fortunately, it's not a big deal since there are only two of them.
