Arrow in flight Louis, this is Buddist, this is Zen. You have a target (perfection) but you don't ever reach that target, it is the journey that is what is important. Perfection does not include anything, to say to strive for it does not mean you do or don't have qualities pertaining to it. You strive but you do not aim. You do not aim because you cannot see clearly the target (perfection). You strive and if, you get closer, but you will never really know until you reach it. : So you can NEVER achieve perfection, since if you're there, you must STAY
Again, you don't know if you can ever achieve perfection because you cannot see it clearly. You don't know what it is. You will never know what it is exactly, well until you reach it, which may be never. It is a goal Louis, something to strive for. Budda isn't questioning or defining perfection, the message is that we should not just seek to be better in our form (e.g., to be the strongest, the most beautiful, the richest, the smartest) because our form will desolve. We should strive also to be better in things that transcend our form, things like spirit, spirituality, and being a good person/creature for goodness, like evil is carried on in our soul. At least this is one interpretation. : My head hurts. Go to Cape Cod and enjoy yourself!
