He has the same blue things on his chest and barely noticable markings on his back (which appear to read "EMP" or "END") as the secret Marine on the hill at
: the beginning of the level, but the face texture is different and he lacks
: the floopy hat.

Um, I dont rember seeing "EMP" or "END" on Mendoza when i went up there...
