Don't walk up too far before you slip off the upper small ledge. If you look at the wall of the small ledge you'll see a slight indent. Don't go above that. Slip off when you're at about the same level as the indent.
Second, as you slip off, push both forward and against the wall (diagonally) with the joystick and start to turn to face the wall. When you're about to reach the big lower ledge, you should be facing the wall and pushing toward it. Do not crouch. Crouching seems to make you slip off backwards when you reach the big lower ledge.

So, again, in brief:

1) Don't go up to far to slip off
2) look for the indent
3) push diagonally on the joystick as you slip off ("hug" the wall)
4) turn to face the wall, pushing toward it
5) do not crouch
